SHEP Consultants Limited is delighted to have been part of the stakeholder meeting discussing how Job Analysis and Job Evaluation will be undertaken across Zambiaβs public sector.
As one of the HR consulting firms partnering with different organizations to undertake Job Analysis and Job Evaluation assignments, we welcome the direction and guidance being provided by the Emoluments Commission (EC).
The Commissionβs mandate includes coordinating Job Analysis and Evaluation across State organs and State institutions to promote consistency, transparency, fairness and equity.
The meeting was timely, open and highly engaging. It provided an important platform for consultants and other stakeholders to develop a common understanding of the approach, clarify roles and responsibilities, and align on the standards that should guide these assignments.
One message stood out strongly:
Our work as consultants must be consistent and defensible.
This means:
1. Rating the job, not the jobholder
2. Using clear and validated Job Descriptions
3. Applying an agreed methodology consistently
4. Training Job Evaluation Panels
5.Ensuring transparency and fairness
6. Protecting confidentiality and maintaining sufficient documentation to support evaluation decisions.

The scope and potential impact are significant. Job Evaluation establishes the relative worth of jobs and provides a foundation for rational job hierarchies and equitable compensation structures across State organs and State institutions.
For SHEP Consultants Limited, the direction provided by the Emoluments Commission strengthens confidence that consultants undertaking these assignments will be working towards a common national standard while maintaining the integrity and objectivity required of the profession.
